This is for a bulk e-mailing service, connected with Robert Soloway.
The sender of the spam believes that it is in compliance with CAN-SPAM laws that apply to e-mail within the United States, as the spam appears to be for a charity (eg. non-commercial) organization, and it is clearly an advertisement.
This being said, despite the fact that one receives the spam without subscribing to their mailing list, it is not possible to 'unsubscribe', as discussed below.

On the website, in the "Contact Us" page, there is a form that appears to allow for one to "unsubscribe" from their mailing list.
On Monday 14 May, 2007, spamtrackers sent a delisting request via this form at 8:30 AM GMT. Despite this, the same e-mail address that requested delisting continued to receive spam from this source.
Upon inspection of the website, http://www.theemailbroadcastingcompany.com, the iframe section for the above-mentioned unsubscribe request form (http://www.theemailbroadcastingcompany.com/contact-inline.html) contains no "POST" command that would be needed to send the unsubscribe request.
Here is the unsubscribe form code, as can be viewed by viewing the source in your web browser. As you can see, the form is purely aesthetic:
